Chief Executive Officer
Dr. Richard Foster leads The Bluffs team as a distinguished healthcare executive with nearly 30 years of experience in behavioral health, predominantly drug and alcohol treatment. Dr. Foster is a passionate change agent with demonstrated success implementing profitable, efficient, patient-centered programs. He has championed evidence-based practices as the standard of care.
His most recent experience was with Gateway Rehab, where he administered operations of over 20 addiction treatment programs covering all levels of care and special populations. He was also pivotal in establishing and growing the corrections division.
Dr. Foster serves on several boards, including as President for the Pennsylvania Certification Board. He earned a BA in Sociology, an MA in Human Services, and a Ph.D. in Administration and Leadership, all from Indiana University of Pennsylvania. At The Bluffs, Dr. Foster aims to create a premier treatment experience for individuals suffering from substance use disorders.
Shawna M. Granato
Shawna Granato serves Addiction Campuses as Clinical Director for The Bluffs. Shawna is an accomplished clinician with nearly 20 years of progressive management experience with a focus in behavioral health, drug and alcohol treatment, facility operations and special populations. Shawna holds licenses as an Independent Social Worker (LISW) and Clinical Social Worker (LCSW).
At The Bluffs, she supports and coordinates psychiatric care for patients through the ABL (A Balanced Life) model while incorporating various approaches (CBT, DBT, EMDR, Motivational Interviewing, MAT) and specialty treatment tracks for pregnant women as well as older adults.
Dr. Joseph Sitark
Dr. Sitarik is an empathetic physician with over three decades of medical experience, specializing in family medicine and general surgery. He earned his D.O. at the University of New England College of Osteopathic Medicine in 1986, with internship and residencies throughout Ohio and Pennsylvania.
Prior to joining The Bluffs in 2017, Dr. Sitarik served as the Medical Director at Neil Kennedy Recovery center, where he assessed patients for placement into inpatient substance abuse treatment or the proper outpatient treatment program. Dr. Sitarik also served as Medical Director at Glenbeigh Niles and Canton where he worked with residents suffering from addiction and non-addiction-related medical problems and as a Staff Physician at Glenbeigh Rock Creek Rehabilitation Hospital where admitted patients into detox, managing their care through their hospital stays.
Director of Human Resources
Nicole Beck, SHRM-CP, serves Addiction Campuses as Director of Human Resources for The Bluffs. Nicole is a current member of the Society of Human Resource Management. Having worked mostly in human resources positions in healthcare industries for the past several years, she focuses on talent acquisition, strategy planning and relations/retention efforts.
Nicole graduated from Ohio Valley University in 2001 with a Bachelor of Science in Human Resource Management. In 2003 she was recognized in a State College, Pennsylvania magazine featuring professional women in the community. The article recognized her work with a non-profit organization where she was the Human Resources and Public Relations rep for that industry.
Outside of work, Nicole organizes and assists many volunteer efforts with the church in the local community and hosts many youth group activities along with mentoring youth. Nicole looks forward to continuing to learn and master the HR function alongside the team at Addiction Campuses.
Director of Operations
Michael Soos serves Addiction Campuses as Director of Operations for The Bluffs. He has worked in drug and alcohol rehabilitation administration and operations for seven years. Michael also completed 24 years of honorable service in the United States Air Force.
Michael earned a Bachelor of Science in Criminal Justice from Kaplan University, graduating summa cum laude. Michael has been with The Bluffs since 2017.
Director of Nursing
Tila Miller, RN, serves Addiction Campuses as the Director of Nursing at The Bluffs. During her two years with the company, she has helped in building and growing a new 160-bed facility for drug and alcohol rehabilitation.
Before joining Addiction Campuses, Tila was the Chief Quality Officer and a certified Patient Centered Medical Home (PCMH) expert, where she was part of a management team for 6 PCMH-recognized Health Centers. Tila worked in the federally qualified health center arena for over 20 years, gaining experience with all aspects of health care, including prenatal care, primary care, mental health, addiction MAT programs and dentistry. Tila received her Associate RN from Kent State University and went on to earn a bachelor’s degree from The University of Phoenix.
In her spare time, she likes being involved with her church, volunteering at a free clinic and spending time with her family, especially her grandchildren.
